Yikes. I've spent time writing a good bit about the idiotic liquor laws here in Pennsylvania. They're pretty ancient and a good case can be made saying that said laws aren't really with the current times. Our friends in Florida are on the cusp of a crisis. I thought Pennsylvania's laws were horrid. What's on the table for legislation in Florida comes close to something Pennsylvania or Utah would have if not worse. Regardless of which way you see this, it's not the greatest legal situation for breweries.
I know many of us around here visit Florida often or at the very least know someone that does. Pass the above link on to these people we know. If the above CraftBeer.com article is correct about said bill then Florida breweries might not be able to sell you a full size growler as well as any form of beer to be taken home/hotel/resort to be enjoyed.
The logic behind such a law? I don't really know nor do I care to put forth the effort to find out. Restricting a place of business from allowing you to not take their product home to indulge, share or even spread word about said business isn't logical reasoning to me at all.
Not the first time government has done illogical. So, some of this doesn't come as that big of a shock to me. Spread the word. Drink local.
